NEW! Smart Start Two Year Request for Proposals

CCPFC is soliciting proposals to establish contracts through competitive negotiations.  The purpose of this Request for Proposals (RFP) is to acquire the services of qualified contractors (hereinafter referred to as the “Contractor”).  
This RFP is for Two Year Bids for Ongoing Services.  The prospective Contractor must submit a cost proposal that includes an annual budget ending June 30th for each fiscal year of the proposal period.  Proposals subject to the conditions made a part hereof will be received until 4pm, Monday, September 10, 2018.
Proposed services must 1) be evidence-based and/or evidence-informed and 2) address an identified community need as it relates to families and children age birth to five.   
Full proposals should cover the time period of October 1, 2018 – June 30, 2020.  The first year Contract will begin October 1, 2018 and end June 30, 2019.  Funding is approved on an annual basis, per fiscal year (July 1 – June 30).  Contract(s) for subsequent fiscal years will be executed only after confirmation of satisfactory performance by the Contractor & of the availability of funds for this purpose.  Additional information may be required prior to execution of FY 2019-20 contracts. Evaluation plans, including output & outcome projections, also to be re-negotiated each year. 
CCPFC may also amend or terminate contracts in the event of noncompliance, changes in scope of work, or change in the availability of funds to CCPFC.  Smart Start funding is contingent on the approval of funding by the North Carolina General Assembly and the North Carolina Partnership for Children (NCPC). The actual amount available for each fiscal year will not be determined until the North Carolina General Assembly approves the state budget each year. All decisions made by the CCPFC Board of Directors are based on funding availability.

The response to this RFP shall consist of the following sections, using the CCPFC format.  The following sections must be submitted in the order indicated and in accordance with required page limits, if applicable. 
  1. Cover Page, Signed Agreement (See Section I in RFP Application)
  2. Detailed Application (See Section II in RFP Application)
  3. Cost Proposal & Budget forms (See RFP Budget Forms)

Questions and Answers:

1. Question:  Does the Prospective Contractor have to already be contracting with the state in order to be eligible to submit a RFP?

Answer: No, the Prospective Contractor must have demonstrated competency in performing services defined in the Identified Community Needs Section of the RFP and be able to meet requirements for contracting.

2. Question:  How can I obtain a copy of the RFP and information on who was awarded contracts for the previous period?

Answer:  The Smart Start Request for Proposal materials are located on the CCPFC website (go to home page and click on the Requests for Proposals tab).  

Information on Service Providers can be found in the FY 2016-17 Smart Start Final Activity Report. The Report includes the service provider for each activity (these are also the same providers for FY 2014-15 & FY 2015-16).  The Report is located on the CCPFC website (go to the local data and reports tab and click on the FY 2016-17 Smart Start Final Activity Report).


3. Question:  Do applicants need to provide both a copy of the IRS letter assigning the federal tax identification number and a completed IRS Form W-9 for verification of the Federal Taxpayer Identification Number or Social Security Number?

Answer:  No, applicants should select one of the options and submit the supporting documentation with the proposal.
 
4. Question:  What documentation should be submitted for financial verification if an applicant has not been audited and works as an independent contractor?

Answer:  Applicants that work as independent contractors should check the second box (If audited financial statements are not available, similar evidence of financial stability must be provided) and include a statement explaining their individual circumstance.  In addition, the applicant should describe their history providing services that would demonstrate the applicant’s financial stability in Section IIA of the application.

Consistent with State laws and regulations, CCPFC funds programs to improve the quality, affordability, and availability of child care as well as family literacy and program support efforts to address the needs of children birth to age five and their caregivers.
